The 7 Gentile Kingdoms are all High Kingdoms, spiritual kingdoms, high society, educated, innovative, cooperative, etc.
There are multiple Low Kingdoms like the Assyrian kingdom that are not spiritual but instead are demonic.

The Assyrian is the outsider kingdom. No Assyrian will ever be an Anointed King not even as the Antichrist. Babylon is the insider Kingdom. Israel is a type of Assyrian (outsider) as the Hebrews are also not eligible to be a 7 Kingdom Gentile King. The Jews being ineligible to be a Gentile King are desired Advisers. Of course a Muslim advisor could in theory become a Gentile King replacing the originally intended Gentile Ruler.
